José Cardel: Carnival, Culture and History

From San Francisco de las Peñas to Villa José Cardel

The history of the town’s name goes back to 1925. On May 29 and June 12, the legislative assembly and Governor Heriberto Jara signed Decree No. 139. This granted San Francisco de las Peñas the status of a villa and, when the decree took effect, renamed it Villa José Cardel. The name used today is thus part of a clear historical sequence involving an earlier name and a change in the town’s status.

The development of transport routes also shaped Cardel. Starting in 1927, the old road used by stagecoaches was surfaced with gravel. The construction of the Cardel–Veracruz road brought the town closer to commercial and population centres such as Veracruz and Xalapa. In historical accounts, Ciudad Cardel is also considered a product of the Interoceanic Railway. These connections tell the story of earlier access and economic development; they do not describe current transport conditions.
