Culture and History
The Otetelișanu Manor House was built at the turn of the 17th and 18th centuries. Its architecture combines elements of Cula buildings with those of the Brâncoveanu style. Petrache Poenaru was born in 1799 on the Otetelișanu estate in Benești. He was a Romanian educator, teacher, engineer and mathematician, as well as a member of the Romanian Academy. As the inventor of the reservoir pen, he is one of the figures associated with the development of the later fountain pen. Thus, the Otetelișanu estate brings together architectural history and the biography of a scientist and inventor, without requiring the individual connections to be traced back to the same historical origin.

Benești is also home to the “Sfinții Voievozi” Church, near the Otetelișanu Manor House. The church is a historic monument. It was designed as a court church and as a chapel of the boyar estate. The designation “court church” refers to its intended function within the boyar estate. The manor house and the church are therefore two neighboring, independently described places in Benești.
The village of Irimești belongs to the Bălcești municipality. The “Sfântul Nicolae” Church stands there and was founded in 1884 by Badea Albulescu and Radu Nicolaescu. The “Sfinții Voievozi” Church is located in the village of Otetelișu, which also belongs to Bălcești. Clucer Șerban Otetelișanu founded it in 1774. The two foundations are associated with different place names and years: Irimești with the year 1884 and the founders Badea Albulescu and Radu Nicolaescu, and Otetelișu with the year 1774 and Clucer Șerban Otetelișanu.
The church in Gorunești is classified as a Category B historic monument. Its dedications are “Intrarea în Biserică a Maicii Domnului” and “Sfântul Ioan Botezătorul”. The building is dated to 1798–1799. Thus, the monument’s category, both dedications and the historical period are all documented.
The Bălcești City Library is also recorded with a specific collection: it holds a total of 20,622 documents. The library complements the churches and the manor house with a site whose documentary holdings are described by a precisely stated figure.
Events
The “Bâlci de Sfântul Ilie” fair takes place in Bălcești on 20 July. The date is linked to the name of Saint Ilie and forms part of the city’s events calendar. In addition, a celebration of the Day of the City was announced for 31 August 2025. The park in front of the cultural center was designated as the venue.
Landscape
The Olteț River crosses Bălcești from north to south over a distance of 21.5 kilometers. The DN 65C national road crosses Bălcești over a distance of 7 kilometers. This means that the city area includes both a river running from north to south and a national road route with its own specified length.
